This approach was first documented in Ernst & Young Technical Report TR 90.006 HJH 8/1990 and then in Harrington’s 1991 book entitled Business Process Improvement – the Breakthrough Strategy for Total Quality, Productivity and Competitiveness published by McGraw-Hill. This approach is sometimes referred to as "Business Process Management".

This methodology uses a process redesign approach to eliminating waste from the major business processes within the organization.

It is accomplished through five phases. (See Figure 1.)

The key phase is the streamlining phase; it is made up of twelve tasks. (See Figure 2.)
